With a bit of a kerfuffle over Dolores Park ending in the swift suspension of a lawn reservation policy, outraged locals have celebrated their assertion of power over public space today – which harkens back to a similar snafu in 2014 over a soccer field. How has public outcry shaped policy?

But the chief alone does not a new department make, and the city and public are trying to push the police department into making major use of force reforms without adding new weapons, like Tasers.
